Arbitrary arrests and detention, torture, unlawful killings and forcible
displacement are casting a shadow over Libya’s first national elections
since the fall of al-Gaddafi’s regime.
Torture is rife and is being carried out by military and security
entities, as well as by armed militia groups operating outside of legal
frameworks. Some detainees have been tortured to death. So far, no one
has been brought to justice for human rights violations and there have
been no effective investigations into cases of torture and deaths in

Without immediate pressure to stop
this lawlessness, there is a very real danger Libya could end up
reproducing the same patterns of abuse seen over the past four decades.
